HUAI'AN COUNTY MARKET SUPERVISION AND ADMINISTRATION BUREAU LAUNCHES PRE-HOLIDAY SPECIAL RECTIFICATION CAMPAIGN AGAINST COUNTERFEIT AND SUBSTANDARD FOOD IN RURAL AREAS



With the Spring Festival approaching, the Huai'an County Market Supervision and Administration Bureau carried out a special rectification campaign targeting counterfeit and substandard food and meat products in rural areas, using strict regulatory oversight to safeguard a peaceful and festive holiday atmosphere. The campaign focuses on the characteristics of rural food consumption. Targeting key locations such as rural convenience stores and farmers' markets, it conducts "comprehensive sweep-style" inspections of popular holiday products including meat products, rice, flour, grain and oil, and pastries.

The rectification efforts prioritize cracking down on the use of raw meat materials of unknown origin or without proper inspection and quarantine, and strictly combat illegal activities such as the production and sale of "three-no" products (i.e., products without a manufacturer name, production date, or quality certificate), counterfeit or imitation-brand ("copycat") goods, and expired or spoiled food.

The campaign strictly controls three key stages: (1) Production stage: rigorous inspection of issues such as excessive or unauthorized use of food additives and illegal additives; (2) Circulation stage: verification of documentation systems (purchase invoices and certificates) and implementation of cold-chain storage requirements; (3) Catering stage: standardization of hygiene in food processing and management of raw material procurement to prevent problematic food from reaching consumers' tables.

At the same time, the Bureau has adopted an innovative "inspection + publicity" model, urging business entities to fulfill their primary responsibility and guiding them to standardize purchase record-keeping and disclosure systems. Through village broadcasts, bulletin boards, and distribution of leaflets, rural residents are educated on how to identify counterfeit and substandard food and informed of complaint and reporting channels, thereby enhancing public self-protection awareness. To date, a total of 56 law enforcement personnel have been deployed, inspecting 32 merchants, including 12 meat product producers and sellers and 8 small catering establishments. The Bureau maintains a "zero tolerance" stance toward violations and is committed to eliminating safety hazards. Next, the Huai'an County Market Supervision and Administration Bureau will continue to maintain strong regulatory enforcement, ensure smooth operation of the 12315 complaint and reporting hotline, strengthen inter-departmental coordination, and make every effort to purify the rural food market environment—so that residents can shop with confidence, eat with peace of mind, and enjoy a safe and harmonious Spring Festival.
