In August, the China National Intellectual Property Administration ("CNIPA") interpreted the background, revision process, contents and relevant requirements of "Measures for Expedited Examination on Trademark Applications" ("Measures"), which was officially released and implemented on 7 July 2025. The main contents are as follows:

Background and necessity of revision

In order to implement the spirit of General Secretary Xi Jinping's important instructions on "improving the intellectual property examination system", the CNIPA formulated and issued the "Measures for Expedited Examination ON Trademark Applications (Trial)" (hereinafter referred to as the "Measures (Trial).Announcement No. 467). Since the promulgation and implementation of the Measures (Trial) three years ago, the CNIPA has done its best to expedite the examination on applications that meets the requirements. The implementation of the Measures (Trial) has strengthened the protection of trademarks involving national interests and social public interests, actively served major national strategies and coordinated regional economic development, and achieved good social results. At the same time, the CNIPA closely follows the needs of economic and social development, actively studies new circumstances and problems encountered in trademark registration process, and promotes the further improvement of the expedited trademark examination system.

Combined with the practice of trademark examination, it is found that there are still inconsistencies between the "Measures (Trial)" and the practical needs. Therefore, the Measures (Trial) need to be further improved to better serve the national interests, social and public interests and the needs of high-quality regional development.

The main content of the revision
(1) Expand the scope of application for expedited trademark examination
(2) Increase the types of trademarks that can be applied for
(3) Broaden the scope of designated goods and service items
(4) Further improve the implementation procedures

In addition, in view of the fact that Article 10 of the Measures (Trial) has been stipulated in other documents, this revision has been deleted, and the content of the Measures has been reduced to 11 articles.
